Mark Fung ’98, PhD ‘05

Mark Fung is CEO and Managing Principal of Scions Capital LLC and Scions Capital Fund, LP. Previously, he was the Inaugural General Counsel of a US $5 billion infrastructure fund and helped oversee the successful capital deployment of nearly half a billion dollars. Dr. Fung served in the National Security Council then followed his public service as a Foreign Affairs Fellow in the U.S. Senate. Prior to this, he served as a Fellow in the Office of Management and Budget, International Affairs Division, at the Executive Office of the President. While at Johns Hopkins SAIS, he was the Seminar Assistant for Dr. Zbigniew Brzezinski for the final course that Dr. Brzezinski taught on national security issues of the 21st century. He is an adjunct professor at New York University’s Graduate School of Arts and Science, where he has taught a seminar course on the Geopolitics of Asia. He is admitted to practice law in New York, New Jersey, and Washington, D.C.
 
Dr. Fung holds a PhD, with distinction, in International Relations with a China studies concentration, and an MA in International Economics and Strategic Studies, both from Johns Hopkins SAIS; a JD from Brooklyn Law School where he served on the Journal of Law & Policy; and a BA from New York University Politics Honors Program. He completed postdoctoral work at the Fairbank Center at Harvard University.
