General John Rutherford Allen, former four-star U.S. Marine Corps general and Obama appointee heading the Global Coalition to Counter ISIL, spoke with students at SAIS Europe. 

General Allen offered insider perspectives on the challenges of fighting a quasi-state enemy with control of territory, oil production facilities, and recruitment in Iraq, Syria, and on social media worldwide.
