JHU SAIS to Host Conference on Public-Private Peace Operations
The Johns Hopkins Paul H. Nitze School of Advanced International Studies (SAIS) will host a daylong conference, "Enhancing Public-Private Peace Operations: Evaluations and Opportunities," on Thursday, 11/20 from 9 a.m. to 4 p.m.
The conference, co-sponsored by the SAIS Conflict Management Program and the International Peace Operations Association (IPOA), will feature the following panel discussions. A complete agenda is provided at the end of this advisory.
9 a.m. - Opening remarks
9:15 a.m. - Panel 1: Stability and Peace Operations
11 a.m. - Panel 2: Peace Enforcement and Peacekeeping
2 p.m. - Panel 3: Private Sector and Reconstruction

I. Stability and Peace Operations 9:15 am - 10:40 am
The panel will address the initial process for ending conflicts. It will examine the role the private sector has played and could play in promoting peace and alleviating human suffering. Topics include Peace Making Projects, Humanitarian Relief Support, issues of Human Security, and the concept of Humanitarian Rescue in ending or preventing genocide.

II. Peace Enforcement and Peacekeeping 11:00 am - 12:30 pm
This panel will focus on events after a peacekeeping or peace enforcement mandate has been authorized. Topics include Disarmament, Demobilization and Reintegration (DDR), Humanitarian Security, Private Sector Peace Enforcement, High Risk Contracts and concerns about possible "No-Show Contractors."

III. Private Sector and Reconstruction 2:00 pm - 4:00 pm
This panel will examine the period after a peace structure has been established, focusing on stability operations, rebuilding and reconstruction. Topics include Security Sector Reform, Economic Security and Infrastructure Rehabilitation, Political Security, Demining and Ordnance Disposal.
Panelists confirmed include the U.S. Department of State, Pacific Architects & Engineers (PAE), Kellogg Brown & Root (KBR), MPRI, the Stimson Center, the National Endowment for Democracy, and others.
