Johns Hopkins SAIS to host discussion of inclusive development and bureaucratic oversight with editor of "The Politics and Governance of Basic Education" Brian Levy, September 26 in Washington, DC

The International Development Roundtable at the Johns Hopkins School of Advanced International Studies (SAIS) will host a discussion with Professor of the Practice of International Development Brian Levy. The event coincides with the release Levy's latest book, The Politics and Governance of Basic Education: A Tale of Two South African Provinces (Oxford University Press, 2018).
 
The book emphasizes how economic inclusion has risen to the top of the development discourse worldwide. A well-performing education system is central to achieving inclusive development, but as Levy explains, the challenge of improving educational outcomes has proven to be unexpectedly difficult. The discussion will draw on the example of South Africa, which illustrates vividly both what is at stake and why it is so difficult to achieve gains.
 
Levy is available to further discuss themes of the book, including: 

• How failures to address inclusion can fuel populism and institutional breakdown;
• Why it has been so difficult for South Africa to achieve the ambitious goals it set for education at the dawn of democracy;
• Why successful advocacy for better access to education has not translated into gains in learning outcomes;
• The limits of top-down bureaucratic approaches to development – and how more participatory approaches can help break through the trust deficit.
