Vijay Bhalaki is an Adjunct Lecturer at Johns Hopkins SAIS, where he teaches International Development Finance—a graduate-level course focused on blended finance, public-private partnerships (PPPs), and strategic capital mobilization in emerging markets. With over 15 years of experience in the global development sector, Vijay brings a practitioner’s perspective to the classroom, drawing on real-world engagements across Africa, Asia, and Latin America.
He is the Co-Founder and Managing Partner of Athena Infonomics, a global development advisory firm working at the intersection of finance, policy, and innovation. His advisory work spans PPP structuring, financing instruments design, fiscal policy reform, and investment strategy for governments, development finance institutions, and Fortune 100 companies.
Vijay holds an MBA from The Wharton School, is a Chartered Accountant, and earned his M.A. in Economics from Loyola College, University of Madras. His research and publications have been featured by SAIS-CARI, the Financial Times, and The Economic Times. He is also a recipient of the Millennial Honors Award by the Global Steering Group for Impact Investment.
